On July 1, the law on the land market comes into force in Ukraine, which has been postponed for almost 20 years. In the article, we will answer the most burning questions that concern everyone: Who and when will be able to buy land, how much, for what, how to register and others.
On the night of March 30-31, 2020, the Verkhovna Rada adopted a long-suffering law that opens the agricultural land market in Ukraine.
Who can buy agricultural land?
From July 1, 2021 until 2024, only individuals will have the exclusive right to purchase land. From 2024, legal entities will also be allowed to buy land.
It also provides for a pre-emptive (priority) right to purchase for the tenant, who previously rented and cultivated this land.
Banks were not allowed to buy land, but they were not forbidden to be owners of land plots within the limits of the collection of collateral.
The issue with companies and citizens of foreign origin should be decided additionally at an all-Ukrainian referendum. But it is already known for sure that in any case foreigners will be forbidden to buy land plots located within a 50-kilometer zone from the border.
It is strictly forbidden to buy Ukrainian land to those companies from which:
- - owners are citizens of the aggressor country;
- - beneficiaries are registered in offshore zones;
- - there is no anti-money laundering program in place in the country;
- - under various sanctions.
What kind of land will be allowed to buy?
The sale of state-owned land is still prohibited. An exception here will be the land of a farm of state or communal ownership, which is subject to the right of permanent use and lifetime inheritable possession of citizens. Such persons may be granted an installment payment plan for up to 10 years.

The price of agricultural land in Ukraine
The price of land must first of all be market, that is, the buyer and seller agree among themselves on an acceptable price. But until January 1, 2030, this price cannot be less than its normative monetary value.
The assessment will be carried out by the State Geocadastre based on an analysis of soil quality, local climatic conditions, location and other conditions.
How many hectares are allowed to buy in "one hand"?
According to the adopted law, until 2024 it will be possible to buy up to 100 hectares "in one hand." And only then - up to 10,000 hectares.
What will be the procedure for buying agricultural land in Ukraine?
The process of buying agricultural land will be slightly different from the usual procedure for buying and selling a land plot. In addition to the notarization of the sale and purchase agreement and the mandatory entry of data on the new owner into the state cadastre, the buyer will be checked about the possibility of buying land in a given amount. The procedure for such a check is not yet known exactly; it has not yet been approved by the Cabinet of Ministers. Payment is possible only by bank transfer, so the buyer and seller need to open bank accounts.
In addition to everything else, the buyer must document the source of origin of his money.
